Rubber strips gone very sticky! fix?

I Was having a rummage in my parents house and found some of my old master replica fx sabers but the rubber strips have gone very sticky and oily
Is there a way to fix that? Or is it the rubber simply breaking down?
They have been boxed and in the plastic bags for yrs apart from that they still work great.
It’s the luke and anakin graflex hilts with the black rubber strips on the hilt.

It sounds like the rubber is breaking down.  You might be able to clean it, but it's a losing battle.

i mite try some rubbing alcohol and see how that goes
i have removed them from the bags to get a bit of air at them

If you want to build something that will last a long time, you are probably better off using something like hard plastic, or at least new rubber.  If you have an old belt driven device that no longer works, it's probably belt degradation.  It doesn't even have to be that old.  I'm currently repairing a tape deck that was built in 2003, the belts are completely disintegrated into oily goo, the only evidence that there was ever belts at all is the residue left on the wheels.

There are lots of great third party grips, maybe some that are resin cast, I personally use ones from wannawanga.com
