Can It Be Done

I have no idea if this saber I have in mind could be made despite being an engineering student my time on lathe's and mill's are very low. It's a shoto saber for a character that I have had in mind for awhile. It would only  be used in a backhand defensive grip, with a hole at an angle on the pommel for the pointer finger (the part im not sure about). I could only see this maybe welded on (idk how strong it would be?) And if it is doable can someone point me towards a saber smith that could do it, i think im just going to do lights no sound since this is only my second saber.
