Jedi hood problems

I'm trying to make a Jedi costume loosely based on Anakin's ROTS outfit for Halloween, but I'm having problems with the Robe, particularly the hood. In the scene where he lands on Mustafar, he seems to be wearing two hoods (he puts up one while the outer one still hangs on his back) instead of just one.

Can someone suggest ways on how to tailor the hood part, and on how to avoid having a pointy hood?
